Illinois charter captain requirements

Quick answer

What license do I need to run a charter in Illinois?

You need the federal USCG captain's license plus, per boat, Illinois' Passenger Boat License from IDNR: $50 per year, renewable each March 1, with the vessel subject to inspection and a decal issued per boat. Unlike a personal captain's credential, this state license binds the vessel rather than the individual operator, and it applies the same way whether the charter targets salmon, trout, or other Lake Michigan species.

Illinois charter license, in detail

Illinois licenses the boat, not the individual captain: any person engaging in the business of operating a boat carrying passengers for hire on Illinois waters, including its stretch of Lake Michigan, must hold a Passenger Boat License from IDNR for each boat, and the boat is subject to state inspection. The Department issues a license plus a decal for each licensed boat. Licenses renew annually on March 1.

Fish and game interplay

Illinois' short Lake Michigan shoreline around Chicago and Waukegan supports a charter fleet that targets Chinook and coho salmon and lake trout for most of the season, with steelhead and brown trout also in the mix; anglers need the state's Lake Michigan Salmon Stamp in addition to a standard fishing license to keep these species there, separate from the operator's Passenger Boat License. Illinois does not license charter operators by target species the way Michigan or Wisconsin do; a Lake Michigan salmon charter and a Lake Michigan perch charter both run under the same per-boat Passenger Boat License and the same angler-side stamp requirement covers whichever of salmon, trout, or steelhead the boat targets.

State vs federal water boundary

In the Great Lakes, state jurisdiction extends to the international boundary with Canada or the interstate line, not a 3-mile offshore limit. Illinois' Great Lakes shoreline is a short stretch of southwestern Lake Michigan around Chicago and Waukegan.

Illinois charter FAQ

Does Illinois license the charter captain or the boat?

The boat. Illinois' Passenger Boat License ($50 per year, renewed each March 1) is issued per vessel and comes with a decal for that boat; the state does not issue a separate personal charter-captain license the way some other Great Lakes states do.

Is there a separate Illinois license for salmon versus other Lake Michigan charter species?

No. The Passenger Boat License applies the same way regardless of target species. Anglers aboard do need the state's Lake Michigan Salmon Stamp to keep salmon, trout, or steelhead, but that is an angler-side fishing-license add-on, not a separate operator license.

Does an Illinois Passenger Boat License require a boat inspection?

Yes. Licensed passenger boats are subject to IDNR inspection requirements, and the Department issues an identification decal for each licensed boat.
